当事人不服第一审人民法院的判决或裁定，在法定时间内，向上一级法院提出对该案再行审理的诉讼制度。上诉可以引起第二审程序。民事、行政诉讼的上诉时间为判决书送达之日起15日内，裁定书送达之日起10日内；刑事诉讼的上诉时间为接到判决书后第二日起的10日内，接到裁定书后第二日起的5日内。

1. 谓向神祇、君王或官府诉说冤情。

2. 法律名词。诉讼当事人不服法院第一审的判决或裁定，而按法律规定程序向上一级的法院申诉。
