由志愿人员组成的武装部队。与战争无直接关系的第三国公民，为帮助交战一方，以自愿的名义参加战争或武装冲突。如1950年中国人民为帮助朝鲜人民抗击美国的侵略，组成的中国人民志愿军。志愿军军人享受战争法规规定的权利。
