中国商周和汉初时期，由帝王分封并受帝王统辖的列国国君。

1. 古代帝王所分封的各国君主。在其统辖区域内，世代掌握军政大权，但按礼要服从王命，定期向帝王朝贡述职，并有出军赋和服役的义务。

2. 喻指掌握军政大权的地方长官。
