对国家最高领导人的一种称呼。

1. 头。

   《逸周书·武顺》：“元首曰末。” 孔晁 注：“元首，头也。” 晋 葛洪 《抱朴子·诘鲍》：“远取诸物，则天尊地卑，以著人伦之体；近取诸身，则元首股肱，以表君臣之序。” 宋 梅尧臣 《目释》诗：“我居元首间，分并日月光；左右各照曜，盲一岂相妨。” 清 唐甄 《潜书·宗孟》：“如元首手趾，皆如我所欲至，夫如是，乃谓之能尽性也。”

2. 君主。

   《书·益稷》：“股肱喜哉，元首起哉，百工熙哉！” 孔 传：“元首，君也。” 三国 魏 曹丕 《灾异免策三公诏》：“灾异之作，以谴元首，而归过股肱，岂 禹 汤 辠己之义乎？” 宋 司马光 《谢门下侍郎表》：“臣避命弗获，居宠为忧，谨当承元首之明，竭股肱之力。”

3. 今亦用以称国家的最高领导人。

   陈毅 《开国小言》诗：“元首耀北辰，元戎雄 泰岱 。群英共检閲，盛业开万代。”

4. 为首者，祸首。

   《魏书·刑罚志》：“若 羊皮 （ 费羊皮 ）不云卖，则 回 （ 张回 ）无买心，则 羊皮 为元首， 张回 为从坐。”《旧唐书·韦虚心传》：“ 景龙 中， 西域 羌胡 背叛，时并擒获，有敕尽欲诛之。 虚心 论奏，但罪元首，其所全者千餘人。”

5. 创始人。

   清 钱谦益 《采花酿酒歌》：“採花酿酒谁作法，终古 修罗 是元首。”

6. 岁之始。

   《晋书·律历志中》：“ 汤 作《殷历》，弗復以正月朔旦立春为节也，更以十一月朔旦冬至为元首。”
